for the benefit of the users, they are announcing a three day introductory course on Innovative and Cost effective Construction
technologies in June 2004. The details of the course are provided in the course literature attached with this letter.

Programme on Innovative and Cost Effective housing technologies
Introduction:
After the second
world war, construction costs sky rocketed making building construction almost unaffordable to the masses. The energy crisis
followed adding to the problem. During later half of 20th Century, there was also greater awareness about the environmental
damage due to environmentally unsound material manufacturing processes. The employment scene in rural areas was grim and that
was followed by heavy migration to urban areas which caused numerous civic and social problems. Big and centralised mechanised
material production in the peri urban areas almost destroyed small artisanal production systems in rural areas which was the
source of income for thousands. Traditional systems where the users could produce the quantities they require at the quality
they desired at the pace they wanted no longer was possible and they were pushed to the hands of exploitative market forces.
Simple, utilitarian, yet aesthetic vernacular designs of buildings were overtaken by drab western designs. Under such an environment,
there was a search for alternatives which are simple, cost effective, environmental friendly, energy saving, labour intensive,
open to innovations and give the masses the options they require in terms of quality, quantity and pace. Efforts to revive vernacular architecture were also made. The search for alternatives was not restricted
to any one country or one institution. It was almost a global movement . Centre for Application of Science and Technology
to Rural areas(ASTRA) and Department of Civil Engineering, Indian Institute of Science, Bangalore was a frontrunner in this search in India. Several innovative technologies were developed
between 1974 and 2000. Stabilised Mud Block Technology was the most important and recognised technology which gained popularity
among users. In the recent two decades, these technologies were thoroughly field tested and fine tuned based on the feed back
from the users. There were limitations to large scale dissemination of these technologies under the framework of IISc. Hence,
the scientists who were behind the development of these innovative technologies came together and founded a dissemination
arm and named it GRAMAVIDYA.
The Need:
Over last two decades,
considerable work has been done in the field of alternative construction technologies. The knowledge and the experience gained
have the potential to impact the construction scenario in the country. But, unfortunately, the knowledge dissemination has
been largely inadequate. The human resource development in the field is also limited. The end users also are not adequately
aware of the alternatives, that are available. Hence, there is an urgent need to reach out to various stakeholders and potential
change makers. This training programme is the first effort in that direction.
